Australia's top Defence official has made the startling acknowledgement that the relationship between Defence and the arms industry is vulnerable to ethical breaches because of the steady flow of staff between the two.

Dennis Richardson, Secretary of the Defence Department, told a Senate estimates hearing on Wednesday he would be happy to see a review of the rules around how people are allowed to switch between government and industry.

Defence employs about 100,000 people spread between the department, the full-time Australian Defence Force and active reserves. The specialised knowledge involved in defence procurement, which is worth billions of taxpayer dollars a year, means there is a heavy exchange of staff between Defence and the industry that supplies it.

Defence procurement staff must wait at least a year after quitting their roles before they are allowed to work in the industry. Asked by independent senator Nick Xenophon whether this should be extended to two years, as is the case in the United States, Mr Richardson said he believed the rules should be reviewed regularly.
