AN UPPER Beeding man is taking on the government in an extraordinary move.

Delivery driver Stuart Bower, of Towers Road, is taking Prime Minister Gordon Brown to court this week over his refusal to hold a referendum on the EU Constitution.

Mr Bower has accused the Government of a breach of contract and claims it promised a referendum on the European Constitution in its election manifesto of 2005.
