The tormented chief constable who froze to death on Mount Snowdon was open to blackmail because of his chaotic private life, an official report has concluded.

Greater Manchester chief constable Michael Todd - a high-flyer once tipped to be head of Scotland Yard - was found dead last March.

At the time, the married father of three feared his affair with a businesswoman was about to be exposed.

Angie Robinson, 50, chief executive of Manchester Chamber of Commerce, was among dozens of women who had a close friendship with Mr Todd.

But the Mail can reveal that a top level inquiry into Mr Todd's conduct has concluded he was not professionally compromised by his alleged womanising.

The probe headed by Sir Paul Scott-Lee, the chief constable of West Midlands Police, identified nearly 40 female acquaintances of Mr Todd.

It established that although the charismatic police chief had several affairs during his time as head of Greater Manchester Police (GMP), and in his previous high-level posts at the Metropolitan Police, most of his female friends were 'coffee or dinner companions'.

A source with knowledge of the report's findings told the Mail: 'His conduct made him an easy target for a blackmailer.

'But there is no evidence he was professionally compromised by his relationships with women. It didn't affect his ability to perform his job.'

Under 50-year-old Mr Todd's leadership, there were significant reductions in crime in Manchester.

He died after climbing Snowdon in freezing conditions, taking with him bottles of gin and champagne.

He drank the alcohol and swallowed sleeping pills while sending text messages to his former lovers begging for forgiveness. He then collapsed and died.

Last October, an inquest in North Wales heard how Mr Todd's complicated love life began to unravel in the days leading up to his death.

But coroner Dewi Pritchard Jones recorded a narrative verdict, saying that he could not be sure Mr Todd meant to take his own life.

Sir Paul's report is due to be handed over to the Greater Manchester Police Authority later this month.

Friends of Mr Todd believe former colleagues and police authority officials have been behind a whispering campaign against him since his death.

One said: 'Nobody can condone Mike's complicated private life. But his true legacy is how he turned around the fortunes of GMP.'

Mr Todd's widow, Carolyn, 47, has said that she and her family have forgiven him.
