In a leafy suburb of Melbourne, police routinely set up a random breath test station in the most unlikely place - near a school (but not at pick up time) and opposite a shopping centre.

A local resident sees the police and turns left - not because he has had a liquid lunch but because he lives a fews doors up that road. He is never followed or challenged - if he were drunk he would escape every time.

The reason? General duties police have a vested interest in not catching drunk drivers - and it has nothing to do with being lazy.

In the small country town, the lone policeman sets up a booze-bust post during the day on the single road coming in - not at night near the only pub within 50 kilometres. The reason? He wants to deter drivers from getting drunk, not catch them once they are. He gets his numbers, the locals keep their licences and no-one gets killed.
