Criminals who have demonstrated links to terrorism will be less likely to benefit from parole under new national measures agreed by state and territory leaders.
The push, led by Prime Minister Malcolm Turnbull, arose following Monday's deadly siege in Melbourne by Jacqub Khayre, a career criminal who was granted parole last year.
