Two men are dead, three police officers were shot and a woman was taken hostage in a dramatic siege in the Melbourne bayside suburb of Brighton.

Witness video shows dramatic scenes after police were called to the building in Bay Street Brighton just after 4pm with reports of an explosion at an apartment building.

The officers killed the gunman during the shootout. Two were later taken to hospital with gunshot wounds, while the other officer was treated at the scene.

Police had not confirmed the identity of the gunman but a man reportedly called Channel Seven's newsroom during the standoff and said "This is for IS. This is for al-Qaeda".
