| A primary school student who took a plastic penis to school has prompted a political row in South Australia.
The incident, in which the student used the adult toy in a lewd act, was one of about 40 cases of inappropriate sexual behaviour involving primary school-age children reported to police in the last financial year.
About half of the incidents occurred on school grounds.
SA Opposition education spokesman David Pisoni today said some of the incidents involved children as young as five, and accused the government of inaction.
"The children who have been perpetrating these acts on other children are victims themselves and the education minister (Jane Lomax-Smith) has made no attempt to protect these children either," he said.
Mr Pisoni said he received unsatisfactory information from the government when he made contact.
But Ms Lomax-Smith said an offer for the opposition to be fully briefed on the issue had been declined.
"It is shameful that the shadow education minister would use children to score political points," she said.
"I have been assured that the school and district have dealt with the incidents immediately and appropriately when they occur, including advising relevant authorities where necessary."
Education and Children's Services chief executive Chris Robinson said he was satisfied schools had acted appropriately and the incidents did not warrant police involvement.
"In most cases very inappropriate sexual language has been used by students and occasionally some more concerning actions have also been evident, and in each case the department and the school have acted very quickly," Mr Robinson said.
"The parents have been counselled, there have been some suspensions of students ... and there have been some mandatory notifications made to other authorities."
Mr Pisoni said information obtained by the opposition indicated the sexually inappropriate acts included students "humping" poles and other students exposing their genitals and pulling down the pants of others.
Mr Pisoni said he was most concerned that a child had been able to access a plastic penis and "knew what it was used for".
"This is very graphic behaviour," he said.
"I was shocked and horrified. Any sexual expert will tell you that this is learnt behaviour."
Mr Robinson and Mr Pisoni agreed that internet access and sexual content in the media could also have influenced children who displayed inappropriate sexual behaviour.
