One of the state's top cops has told an anti-corruption inquiry he was not sure how an officer with 16 complaints could be promoted to sergeant.

Professional Standards Command Superintendent Tony De Ridder told the inquiry he was aware of the complaints against Ballarat Sergeant Christopher Taylor, eight of which related to allegations of assault, but said he was not involved in the 2013 promotion.

"It wasn't ideal he was promoted with the evidence of that in his history," he told the Independent Broad-based Anti-corruption Commission inquiry in Ballarat.
