A wolf happened across three squirrels playing in the forest. The squirrels were very frightened, and one of them shouted, “Oh, no, the wolf is going to eat us!”

The wolf replied: “I’m in a good mood today and not very hungry, so I will only eat one of you. You three vote on which of you shall be my snack.”

Two of the squirrels immediately agreed. “Yes, let’s vote. By all means, let’s vote.”

But one squirrel objected. “I refuse to vote! This is not something that should be determined by majority rule. We should stand united against the wolf and resist him as best we can. We should not become his willing prey!”

Then the wolf piped in. “But if you don’t vote you have no right to complain about the result.” There followed an argument in which the wolf and the other two squirrels attempted to convince the lone dissenter that he had no right to complain if he didn’t vote. They finally wore him down until he agreed to vote. But the other two squirrels voted against the reluctant squirrel, so he became the official victim.

As the wolf sunk his teeth into the loser of the election, he said to his prey: “Okay, now you have the right to complain.”
