Relatives of people dying on the weekends in Kostroma are confronting a rather bizarre inconvenience lately: physicians are off duty after 3 pm, requiring families to store dead bodies on their own, until the next morning.

Kostroma’s problems managing its dead became a public concern after a local woman wrote about the issue on Facebook on April 19. The woman recalled how one of her neighbors collapsed outside and died in the street. Paramedics and the police arrived on the scene to confirm the man’s death, but the authorities refused to remove the body, explaining that the city’s physicians were off duty until the next morning.

Only in cases of murder will responding officers in Kostroma actually recover a body during the weekend's evening and nighttime hours.

City officials say the failure to collect dead bodies on the weekends is the result of both a shortage of doctors and a bureaucratic bottleneck. Currently, a death certificate from a physician is needed to deposit a body in the morgue, but city of Kostroma lacks sufficient medical personnel to have a doctor on hand at all times to complete these certificates.

Local authorities say they’re in the process of transferring the death-certificate duties to forensic specialists, to avoid the need for families to store dead bodies in the future.
