| A prison re-opened to accommodate the state's booming prisoner population will be filled several times over before its first day in operation, the latest population figures suggest.
The prison officers' union has stepped up its campaign to have Grafton jail re-opened, saying the government's announcement in February to re-open Kirkconnell Correctional Centre in June will not be enough to house the rapidly rising number of inmates.
Newly-appointed Minister for Corrective Services, David Elliot, said that every option is on the table as he grapples with a prisoner population that shows no signs of slowing.
The population hit another record high on March 20, reaching 11,576. It has fluctuated in the last year but, in the five weeks after the government announced it would re-open Kirkconnell, the population rose by 376.
