| NEW YORK (AP) - New York City has issued more than 10,000 tickets this winter to property owners for failing to clear snow and ice from sidewalks. Under city law, businesses, homeowners and other property owners have four hours from the time the snow stops to clear pavements. A first offense fine is $100 to $150 and up to $350 for multiple violations. The New York Times (http://nyti.ms/1M6E1P6 ) says its analysis of city data shows that since 2010, 42,000 tickets have been issued. The Bronx had the worst offenders. Ten properties alone got 331 tickets. Most were in foreclosure. Of 10,000 tickets issued, the Bronx had the most violations for its size. Brooklyn had 14,000 tickets and Queens had 13,000 - both larger boroughs. Manhattan had 1,800 tickets, 4 percent of the total issued.
