| The coroner in Franklin County, Wash., plans to order an inquest into the killing of a Mexican-born orchard laborer who, a cellphone video shows, was fleeing police officers and was then shot by them from what appeared to be no more than 20 feet away as he turned toward them with his hands held out in front. The shooting on Tuesday in Pasco has stirred outrage among the large population of Hispanics in the southeastern part of the state, many of whom, like the laborer, Antonio Zambrano-Montes, are closely tied to the region’s huge apple orchards and agriculture industry. In a telephone interview on Friday, the Franklin County coroner, Dan Blasdel, said he had decided to move forward with an inquest partly because of the fury and protests prompted by the killing and the video, including a demonstration expected this weekend.
Mr. Blasdel, a Republican in an overwhelmingly conservative county, said he wanted to reassure residents immediately that the investigation would be conducted with maximum transparency so that “the public can’t say, ‘It’s the cops investigating the cops.’ ”
