SOLDIERS will patrol Italian cities from next month under a controversial new law-and-order drive by Silvio Berlusconi's Government.

The soldiers, to be drawn from ranks who have served abroad, will patrol alongside regular state police and the carabinieri (paramilitary police).

They will be able to stop, search and identify suspects but will have no powers of arrest.

Mr Berlusconi, the Prime Minister, was returned to power two months ago after campaigning on a strong law-and-order manifesto. He assured worried Italians that he would deal with rising crime rates, which many blame on illegal immigrants.

The troops will patrol Rome, Milan, Naples, Florence, Genoa, Bologna, Turin, Palermo, Bari and Venice from 6pm to 2am.

When the proposal was announced last month the Defence Minister, Ignazio La Russa, said: "We are talking about a contingent of 2500 troops who will patrol, alongside ordinary police, in order to safeguard the security of citizens.

He said the scheme would run for six months and be renewed for six months "as a one off".

"If it was possible to recruit and train 2500 police officers immediately, then I would be delighted not to use troops in the cities," he said.

Opposition MPs are unimpressed. Antonio Di Pietro, leader of the party Italy of Values, said: "Troops on the streets are only seen in places like Colombia against terrorists and armed insurrectionists."

Vittorio Agnoletto, of the Communist Party, said: "People who come to Italy and see troops on the streets will think the country is in the grip of a civil war."

It is not the first time troops have been deployed in Italian cities. In 1992 soldiers were sent to Sicily after two judges were blown up in bomb attacks linked to the Mafia.

Two years later, soldiers were sent to patrol the north-eastern border with Slovenia to tackle illegal immigration.

In 1995 they were sent to Naples to tackle the Camorra, the local version of the Mafia.
