North Sydney council, one of NSW's most politically dysfunctional councils, is set to be suspended by the state government.

"The appointment of an administrator is necessary to restore the proper or effective functioning of Council," wrote Local Government Minister Paul Toole in a letter to the council on Monday. "This is essentially to give councillors some time away from each other".

The council has been the centre of spectacular disputes, acrimonious debates and petty intrigues this year.

In January, Mayor Jilly Gibson applied for an AVO against a fellow councillor. The application was later dropped and the accused councillor claimed it was politically motivated.
