It was a Wednesday in April last year when divers searching the Appomatto River in Virginia pulled out the body of missing 19-year-old student Jauwan Holmes. He was found upstream from the body of a fellow freshman Marvell Edmondson. Both students drowned when a hazing ritual went wrong.

The boys entered the water on Saturday as part of an initiation into a university club Men of Valor, when a strong current swept them away.

“The river crossing was their final task to become members,” police said.

They arrested two students from Vermont State University and charged them with hazing. No such charge exists in Australia – where most cases are first subject to internal investigation by the institution where both victims and perpetrators live.
