| Successive Queensland governments broke the law and unfairly allocated Queensland’s water to farmers, power utilities, irrigators and homes for 13 years, the Queensland Ombudsman has found.
In some cases the water licences were allocated “contrary to law”, Queensland Ombudsman Phil Clarke found in an 18-month investigation.
That investigation was triggered after Land Court action and a 2013 Crime and Misconduct Commission investigation.
In 2012, the Land Court found the previous government’s Department of Environment and Resource Management “failed to consider the efficient use of water when granting water licences in an area of the Atherton Tablelands - between 2002 and 2006.”
Natural Resources Minister Andrew Cripps then ordered the CMC investigation in 2013.
Overall, Mr Clarke found Queensland’s system of 26,000 water licences has not allocated water effectively or efficiently over 13 years.
