| A federal appeals court on Tuesday struck down new licensing regulations imposed on hundreds of thousands of tax preparers, rolling back what judges described was a vast and illegal expansion of the Internal Revenue Service’s authority.
In an unanimous ruling, a three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit said the rules — requiring tax-return preparers to pass an initial certification exam, pay annual fees, and complete at least 15 hours of continuing education courses each year — went far beyond what Congress had ever authorized.
