Who’s getting stopped?
● Since its implementation, Stop-and-Frisk has consistently been used to detain higher numbers of minorities than whites.
Is the Discrepancy JUST?
● Blacks and Latinos are more likely to be found innocent and unarmed when detained through Stop-and-Frisk.
In 2003, New Yorkers were stopped by the police 160,851 times.
140,442 were totally innocent (87 percent).
77,704 were black (54 percent).
44,581 were Latino (31 percent).
17,623 were white (12 percent).

• In 2004, New Yorkers were stopped by the police 313,523 times.
278,933 were totally innocent (89 percent).
155,033 were black (55 percent).

Question of Constitutionality
● In 2013: Federal judge Shira Scheindlin found Stop-And-Frisk racially discriminatory and unconstitutional.
● Additionally, since 2007 nearly 150,000 stops have been found unconstitutional and lacking justification.
