A former youth affairs minister and parliamentary speaker, outspoken independent South Australian MP Dr Bob Such says the radical plan is aimed at curbing crime years before it's committed.

Dr Such is chairman of the South Australian anti-social and criminal behaviour parliamentary committee, and says early intervention is key in preventing crime.

"There are a lot of things we can do in the early years that will help avoid a young person going down a pathway of anti-social or criminal behaviour," Dr Such said.

"It's not designed to hang the expectant mother or crucify them, the whole thing is about assisting them so they can give birth to a child that will grow up in a good environment, where they'll turn out to be a good human being and a good citizen."

Now tabled in the South Australian parliament, his proposal includes regular home visits until a child starts school.

It is an early intervention scheme which is already underway in Brisbane's south.

Dr Such insists that early intervention is an alternative to locking up more criminals and building more prisons.

"We want a check up not only when a baby is born, we want it to follow on when the child is a toddler to make sure they're physically well and growing up in a good environment," he said.

His committee is hoping to identify toxic home environments, expectant mothers abusing substances, child abusers, toddlers with speech and learning disabilities, and psychological issues.

Clinical psychologist Dr Janet Hall says she's horrified by the radical proposal.

"I see it as a violation of human rights. I think the fear of being investigated or even having your home invaded by social police would make so many people uncomfortable," Dr Hall said.
