One of the nation's biggest gamblers, Steve Fletcher, is behind a betting scandal where the identities of many NSW police officers were used to open hundreds of betting accounts to enable Mr Fletcher and another punter, Darren Azzopardi, to disguise their betting activities.

The Police Integrity Commission's Operation Montecristo, which began investigations in May last year, is examining the actions of Senior Constable Anthony (Tony) Williams, from the homicide squad, and his friend Senior Constable Marc Smith, from the tactical operations unit.

In his opening address, Peter Hamill, SC, counsel assisting, said Mr Fletcher and Mr Azzopardi were banned from placing bets with many internet betting agencies, including Sportingbet and Bookmaker.com.au.

To get around this, the pair needed fronts, or ''bowlers'' as they are referred to in racing parlance.
