| There has been a resounding failure in Australia to consider whether our adoption laws are letting down children in out-of-home care. Last year, compared with Britain, which had 3500 children adopted from care, Australia had a mere 100. For Australia to have the same rate as Britain, 1400 children would need to be adopted from care into stable and supportive home environments. At present, there are 25,000 children in out-of-home care in Australia - their circumstance described by some as ''languishing''.
The critical question is whether adoption or out-of-home care is better for children. Although many foster homes provide loving care, the stability and permanence of adoption seems hard to argue with. In a study of both models of care by researcher John Triseliotis, the conclusion reached was that adoption was a clear winner. When compared with long-term foster care, those who grew up adopted were associated with higher levels of emotional security, sense of belonging and general wellbeing.
