Police Minister Jack Dempsey says those identified as a risk by federal security officials will receive up to $200 from the government to spend on accommodation.

The payments are among a raft of security measures passed in a bill by state parliament on Tuesday night.

The new laws also make it easier for officers to strip search and arrest troublemakers, while there are new offences for actions such as disrupting meetings and crossing barriers.

Mr Dempsey said people liable to be removed from sensitive areas would even include past offenders who had not committed a crime in the state.

"If there are people who the authorities think will put the operation at risk, those people will be advised they will not be able to go into those restricted areas," he told reporters in Brisbane on Wednesday.

"I'm only envisaging less than a handful.

"It will only be for a matter of a couple of days and we are envisaging maybe a couple of hundred dollars for an individual."

Opposition police spokesman Bill Byrne says the legislation is needed to deal with troublemakers, but added he would have gone further in some respects.

"The definition of disrupting the event is rightly broad to cover many different types of behaviour," he said.

"On balance I am somewhat surprised that some of the offence provisions have quite light sentences attached and I consider the boundaries of the restricted and declared areas to be minimalist, given the scale and importance of the security operation."

The bill also provides for a public holiday in Brisbane on Friday, November 14, 2014.

The summit will be held on November 15 and 16.
