| Prime Minister Julia Gillard will not visit the Manus Island processing centre during her visit to Papua New Guinea this week, but the fate of asylum seekers living in military tents at the facility will be high on the agenda when she meets her Papua New Guinea counterpart on Friday.
Ms Gillard would not confirm whether a site has been agreed upon for a permanent facility for the centre, but she was adamant on Thursday that both governments wanted construction to begin in July.
When weather is rainy you can see crabs and frogs inside the tents.
Local reports suggest PNG Prime Minister Peter O'Neill will push for a breakthrough in negotiations, which have so far stymied plans for a permanent facility to house asylum seekers sent to the remote island under Australia's renewed offshore processing regime. -

Ms Gillard arrived in PNG on Thursday afternoon and was scheduled to announce details of a joint declaration that Australia will sign with PNG paving ''the way to a new level of co-operation based on mutual trust, respect and common values''. Advertisement
The Australian Immigration Department has plans to build a permanent facility at the Manus Island processing camp, where single men remain housed in military tents, and families in patched-up dongas in hot, humid and mosquito-infested conditions.
It wants to begin construction of permanent facilities in July at a cost of $172 million, but as yet no agreement has been reached with the PNG government for a site for the permanent facility.
An asylum seeker there said: ''We can't sleep well 'cause of the heat … We have to get up early in the morning 'cause of the sun heat and when we want to go to sleep at night our beds are wet 'cause of the killing humidity, and when weather is rainy you can see crabs and frogs inside the tents. The day after that [we] can see some water stopped around the tents and smell of mud is really disgusting.''
