He will unveil the reforms as he calls for a bit of a Blitz "spirit" and says government should focus on promoting growth as zealously as wartime politicians did on beating Adolf Hitler.

The Prime Minister will point to an explosion in the number of judicial reviews, often of planning decisions, up from 160 in 1975 to 11,200 last year.

He will argue that spurious cases hold up infrastructure projects, clog up the courts and cost taxpayers money.

He will tell business leaders at the CBI conference in London: "This country is in the economic equivalent of war today - and we need the same spirit.

"We need to forget about crossing every 't' and dotting every 'i'.

"And we need to throw everything we've got at winning in this global race."

The move will alarm those who see the process where a judge reviews the lawfulness of any public body's decision as a crucial weapon in the fight against bureaucratic power when all other appeals have been exhausted.

The system can be used to challenge other things such as decisions on health care made by NHS Primary Care Trusts.

But Mr Cameron will argue that pursuing growth and creating jobs with major infrastructure projects is a bigger priority, saying: "We're going to reduce the time limit when people can bring cases and charge more for review so people think twice about time-wasting.
