Iraqi lawmakers are working on a bill to ban imports of toy guns and fireworks in a bid to curb increasingly aggressive behaviour among children growing up amidst war, a lawmaker says.

"The culture of violence has prevailed in our society and controlled the Iraqi family and it has affected the culture of children," said Samira al-Moussawi, head of the parliamentary committee on children and women, which is preparing the legislation.

"It has become a habit among a majority of our children to take what they want by force and that we want to change this culture," al-Moussawi told The Associated Press.

According to al-Moussawi, the draft bill, which is likely to be presented to parliament tomorrow, would provide either a fine of three million Iraqi dinars ($A2,650) or at least three years in prison for importing toy guns and fireworks. It was not clear if the bill addresses locally made products.

"All toys that cause terror among children by making explosion-like sound such as fireworks and those that affect the children behaviour such as guns will be covered," she added.

Iraq's children have not escaped the ravages of the five-year old war and sectarian strife, which escalated during the past three years. Hundreds, possibly thousands, of them have been killed or wounded in the violence.

A 2007 World Health Organisation survey of 600 children aged three-10 years in Baghdad found that 47 per cent of them had been exposed to a major traumatic event over the past two years.

Of this group, 14 per cent showed symptoms of post-traumatic stress disorder. In a second study of 1090 adolescents in the northern city of Mosul, 30 per cent showed symptoms of the disorder.
