| The Independent Police Conduct Authority is investigating the arrest of a man, whose father says suffered paralysing injuries while in police custody in Whangarei.
Shane Legg was driving with a disqualified licence on State Highway 1 when he was pulled over by police last Thursday.
His father, Ray Legg, told Campbell Live his son then fled police by foot and was eventually caught.
He was placed in handcuffs and was asked to climb a fence.
Legg said that his son was unable to do so with his hands cuffed and was "pushed" by police.
When they tried to get him to stand up, Legg said Shane yelled: "I can't, I can't".
His son appeared to have suffered a broken neck. Legg said his son could not move his legs and had limited arm movement.
"He can stare at the ceiling," he said.
Police told Campbell Live Shane Legg "fell" while climbing the fence and they were investigating.
They confirmed he had been handcuffed.
They were investigating the incident by obtaining accounts from him and a number of witnesses.
"Police recognised the seriousness of the injuries and are working with him and his family to reconstruct the events of last Thursday," a statement said.
An IPCA spokeswoman said police had notified the authority that a man suffered suspected spinal injuries during an arrest near Whangarei.
