| INDONESIA'S rail authorities are trying a new scare tactic to deter passengers from riding on train roofs: suspending concrete balls the size of grapefruits just above carriage height.
The strategy, which could deliver painful - perhaps fatal - blows to roof riders' heads, follows other failed efforts to discourage them. The authorities have tried spraying riders with red paint, threatened them with dogs, put barbed wire on top of carriages and even sought the help of Muslim religious leaders.
The railways that criss-cross Indonesia are the legacy of Dutch colonisers. But the system is crumbling, overcrowded, fraught with delays and dozens die each year. Passengers ride on the roofs to escape overcrowding, particularly in rush hour, to dodge fares, or simply to enjoy the breeze and the thrill of ''train surfing''.
