| uvenile detention centres across the state are so full that young people are being forced to wait in police cells before their cases are dealt with at Parramatta Children's Court.
NSW Police Association secretary Peter Remfrey said the under-resourcing of the Department of Juvenile Justice meant police were routinely transporting and guarding young offenders.
''Police are being handed more and more responsibility for juvenile offenders, which is not their job,'' Mr Remfrey said.
Public Service Association industrial officer Julie Bond said the number of children being charged and the physical limitations of the courts meant they were always full.
