THE state government's new $28 million emergency contra-flow plan desperately needs an overhaul if motorists are to avoid a repeat of this week's F3 debacle, the NRMA warns.

The president of NRMA Motoring and Services, Wendy Machin, has questioned whether the much-vaunted gateways the government constructed to allow traffic to divert around an accident are in the right place to avoid a repeat of Monday's fiasco. Hundreds of motorists were stranded for more than 12 hours after a truck crash.

''You have to question the effectiveness of the strategy if they've designed it in such a way that it can't be used,'' she said.

The decision to activate the system - which consists of 23 gateways that allow cars to drive in the oncoming lanes - was made by the Roads and Traffic Authority at 6.30pm and did not take effect until around 9pm.
