| Australia's small but vociferous army of libertarians - most of them associated with Sydney's Centre for Independent Studies or Melbourne's Institute of Public Affairs - haven't been covering themselves with glory lately. They've been keeping bad company and staying silent when they should be speaking out.
Libertarians are people whose highest value is personal liberty, the freedom of the individual. They are big on people accepting responsibility for their lives and behaviour, and small on community responsibility to assist people who aren't making it, partly for fear it will undermine personal responsibility (the Nanny State).
They have great faith in the ability of market forces to solve problems and a presumption against government intervention. In the jargon, they see few significant instances of ''market failure'' but are highly conscious of ''government failure''.

Libertarians punch above their weight in the public debate, mainly because of the continuous stream of taxpayer-subsidised opinion pieces the think tanks' associates supply to newspapers at little or no cost. (The subsidy arises because donations to the think tanks are tax deductible.)
