Silicon Valley (PTI): Post September 11 attacks in the US, the CIA set up a number of bogus companies in Europe and elsewhere to penetrate terrorist organisation and proliferation networks, but the plan proved ill-conceived, a media report has said.
"The CIA set up a network of front companies in Europe and elsewhere after the September 11 attacks as part of a constellation of 'black stations' for a new generation of spies, according to current and former agency officials," Los Angeles Times reported.
However, after putting hundreds of millions of dollars into setting up as many as 12 of the companies, the agency had to close down 10 of them as the plan could not deliver due to various reasons.
"The firms were based far from Muslim enclaves in Europe and other targets. Their size raised concerns that one mistake would blow the cover of many agents. And because business travelers don't ordinarily come into contact with al-Qaeda or other high-priority adversaries, officials said, the cover didn't work," the report said.
The closures were a blow to two of the CIA's most pressing priorities after Sept 11-- expanding its overseas presence and changing the way it deploys spies, it said. Quoting a former high-ranking CIA official, it said: "They were built on the theory of the 'Field of Dreams': Build them and the targets will come."
Republican Peter Hoekstra of Michigan, a top member of the House Intelligence Committee said the cover arrangements most commonly employed by the CIA "don't get you near radical Islam".
