Victoria's police watchdog is due to release a report criticising the force's "shoot-to-kill" culture and recommending officers not be given Taser stun guns.

The state's police officers were poorly trained and often unable to defuse life-threatening situations, the Office of Police Integrity (OPI) report due out this month is expected to say.

The force has a reputation for shooting more people than their counterparts in other Australian states and territories.

The report was a wide-ranging analysis of Victoria Police's use of force, an OPI spokesman said.

There was insufficient emphasis on alternative uses of force and insufficient monitoring and analysis of use of force, he said.

"The education and training is not focused properly and is insufficient," he told AAP.

"The police are not in a space to be issued with Tasers.

"A lot of work needs to be done in training needs."

Two recent incidents, including the fatal police shooting of 15-year-old Tyler Cassidy and non-fatal shooting of a 50-year-old, prompted calls for police to be armed with Tasers.

Chief Commissioner Simon Overland has said he was concerned about the number of police shootings and better training for officers might be needed.

He also opposes all officers being issued with Tasers, other than specialists units who already use them.
