| Australia's expert teacher programs are failing, despite evidence they could improve teacher quality far more quickly than focusing on the ATAR of students entering education degrees, a new report has found.
The research by the Grattan Institute, a think tank, found attempts to create a class of accomplished teachers were disorganised, involved too much paperwork and often just added to an already-busy workload, while the teachers they were supposed to mentor often dismissed their advice.
While the benefits of attracting more high-achievers to the profession would take 40 years to flow through the profession, a systematic, well-funded "instructional leader" program could be established within 12 years and give students 18 months more learning by the time they turn 15, it found.
