TROY, N.Y. — Troy City Councilman TJ Kennedy was charged with felony second-degree assault and endangering the welfare of a child on Wednesday, according to Troy Assistant Police Chief Dan DeWolf.

According to a Troy City Court official, the felony assault charge includes impairing someone with a drug or substance.

The alleged incident happened on Oct. 30, according to a court official.

The court official confirmed Kennedy turned himself in at the Troy police department around 10 a.m., Wednesday, where he was arrested, charged and arraigned. A stay of protection order was issued against him and he was released, according to the court official.

Troy Mayor Patrick Madden issued the following statement regarding the charges against Kennedy.

“The charges against Councilmember Kennedy are troubling and warrant a thorough investigation of the facts. Due to the ongoing criminal investigation, it would be inappropriate to speculate or comment further at this time,” Madden stated.

Troy City Council President Carmella Mantello made her feelings known as well, stating, "If it's true, he needs to resign immediately."

Kennedy, meanwhile, said he plans on serving out the remainder of his term on the council through the end of the month. The first-term councilman did not seek re-election this past November.

He declined comment on the charges and directed all inquiries to his attorney, Joseph Granich, who did not return a call seeking comment.

Kennedy's next court date is Dec. 16.
