Hidden from view, scientists would be working on radical solutions to some of the most pressing challenges of the 21st century, operating largely free from local French Polynesian law that might hinder innovation. It would be the world's first seastead, an idea developed by Patri Friedman – grandson of Milton Friedman, the economist champion of free markets – and Joe Quirk of the San Francisco-based non-profit Seasteading Institute (SI).
Friedman and Quirk have big dreams: the pilot would be followed by thousands more. Each could operate according to its residents' whims – electronic direct democracy, rule by technocrats, anarchism, communism, whatever – generating a "Cambrian explosion" in governance, named after the ancient era when life on earth exploded in form and function.
