The Baird government has significantly cut the flow of information to the public, a review by Information Commissioner Elizabeth Tydd shows.

NSW government ministers have shut the door to most freedom of information requests, granting access to documents in only a third of cases in 2014-15. This is half the level of the previous year.

Their excuse? Ministers said the information was secret because it was "Cabinet in Confidence" in all of the applications refused.

The Information and Privacy Commission's report shows this excuse had been rarely used in previous years.
