Brisbane councillor Nicole Johnston has been fined more than $5000 and ordered into counselling after a bullying complaint made by one of her ward staff.

But Brisbane City Council's sole independent member has hit back at a misconduct ruling by the city's Councillor Conduct Review Panel, the investigatory body that examines all allegations of inappropriate councillor behaviour, accusing it of bias.

Cr Johnston further accused the former staff member of making a "vexatious complaint".
