European countries are the ones to blame for the latest Mediterranean migrants tragedy in which more than 700 people died on Sunday, according to global medical charity Doctors Without Borders (MSF).

The head of MSF in Italy, Loris De Filippi, said on Monday that Europe is not willing to address the "Mediterranean humanitarian tragedy."

"A mass grave is being created in the Mediterranean Sea and European policies are responsible," said De Filippi, accusing EU countries of closing their borders which forces people seeking protection to risk their lives and die at sea.

De Filippi urged EU countries to urgently launch large-scale search-and-rescue activities in order to avoid more deaths at sea.

On Sunday, a boat carrying 700 migrants capsized in the Mediterranean Sea on its way to Italy from Libya; many officials believe that most of the people on board drowned.

MSF claims that over the past week alone, more than 11,000 people have risked their lives to cross the Mediterranean and more than a 1,000 have reportedly died.

The charity called on European governments to guarantee safe and legal routes to reach the continent in order to stop the death of migrants.

EU foreign ministers are meeting in Luxembourg to discuss the crisis.
