With the number of children whose parents are registered as conscientious objectors to vaccination at record highs, Social Services Minister Scott Morrison flagged yesterday he was likely to tighten criteria for those seeking an exemption.

The changes could be part of the coalition's pre-Budget families and childcare package.

"We've got to think about the health and wellbeing of all the other children that are put at risk and it's their health that also matters," Mr Morrison said.

"We're a free country and we're a free society but that doesn't mean you get to take taxpayers' money if you don't want to go along with the rules."
