| In September 2011, the Department of Justice (DOJ) issued a warning to local law enforcement agencies throughout Arizona, informing them that they were being targeted by the powerful and violent Mexican drug cartels.
The DOJ’s 2011 Drug Market Analysis for Arizona stated the cartels "have begun to threaten local police officers to deter their enforcement activities. Violent criminal groups often referred to as border bandits, rip crews, or bajadores, operate along trafficking corridors in remote locations, preying upon law enforcement officers and smugglers who transit their territories." The report also detailed the expanded use by the cartels of street gangs in the Phoenix and Tucson areas. Local gangs such as Brown Pride distribute methamphetamine, marijuana and heroin at the street level in Tucson, while the New Mexican Mafia controls such sales in Phoenix.
The increased profits to such gangs are also resulting in larger gang participation which has resulted in more criminal activity overall.
The report states: "Drug-related incidents, such as robberies and home invasions constitute much of the violent and property crime committed in Phoenix and Tucson."
Of course, Cochise County Sheriff Larry Dever was killed on Tuesday evening, in a single vehicle crash while on his way to join his sons on a hunting trip near White Horse Lake in Coconino County.
According to a Coconino County Sheriff's Office press release, an unidentified driver was actually following Sheriff Dever on a desolate stretch of Forest Service Road 109, but lost sight of his 4-wheel-drive 2008 Chevrolet pickup for a brief period.
Then, the driver "saw what appeared to be a cloud of dust, and as he came closer he learned that the vehicle had rolled over and was resting on its wheels."
The witness told 911 operators: "he did not detect any signs of life from the single occupant of the vehicle."
The case remains under investigation, and as of Friday afternoon, Coconino County Medical Examiner, Trish Lee had not yet released Dever's autopsy report.
This reporter was informed that a toxicology test was also performed, as is standard, but that the results may take weeks to be released.
Dever was running unopposed for an unprecedented fifth term as sheriff.
On Thursday, the Cochise County Republican Party chose retired deputy commander Mark Dannels to replace Dever on this November's ballot.
Dever was an outspoken critic of the Obama administration's handling of border security, and frequently spoke to the national media about the dangers being posed by both drug and human smugglers to the residents of his county.
In 2010, Dever's friend, longtime rancher Rob Krentz was murdered on his Cochise County ranch. Authorities traced footprints from the murder scene back to the Mexican border. The case remains unsolved.
According to those who knew him, Dever never shrunk from his duties, whether it was apprehending smugglers or testifying before Congress about the Obama administration's lack of regard for the safety of those Americans living within the border region.
Cochise County Supervisor Pat Call told the Arizona Republic: "He (Dever) had the knack to bring it home, to bring the larger issues of illegal immigration down to the level where even people who live inside the Beltway could understand it. He was speaking for us, not just for himself, and that was refreshing."
A memorial service for Dever will be held at 5:30 p.m. Wednesday at Buena High School, in Sierra Vista.
