JOHANNESBURG - South Africa's deputy security minister Susan Shabangu drew shock and anger today after instructing police in the crime-ridden country to "kill the bastards".

"You must kill the bastards if they threaten you or your community," Shabangu told a crime rally in Pretoria to a standing ovation.

South Africa has 9,000 murders and nearly 7,000 robberies a year, according to official figures.

"You must not worry about the regulations. That is my responsibility. Your responsibility is to serve and protect," she said. "I want no warning shots. You have one shot, and it must be a kill shot."

Shabangu's spokesman Noxolo Kweza told AFP she stood by her comments which were quoted on the front page of The Star newspaper under the headline "Kill the bastards."

"I won't tolerate any pathetic excuses for you not being able to deal with crime. You have been given guns, now use them," Shabangu was reported as saying.

South Africa's main opposition Democratic Alliance called for the deputy security minister to be fired.

"Given the gross irresponsibility of Shabangu's remarks, Minister of Safety and Security Charles Nqakula has no choice but to fire her with immediate effect."

South Africa Human Rights Commission chairman Jodi Kollapen said he was "taken aback" by the shoot-to-kill comments.

"Her statements go against the constitution. Confusion is the last thing we need," he told AFP.
