| Senior bureaucrat Warwick Watkins has admitted using a falsified letter procured from former Labor minister Tony Kelly to justify the purchase of a former union retreat in Sydney.
Mr Watkins, former chief executive of NSW's Land and Property Management Authority (LPMA), took the witness stand at an Independent Commission Against Corruption inquiry today.
He was grilled over his central role in the multimillion-dollar transaction on Sydney's northern beaches and subsequent alleged conspiracy.
Mr Watkins is accused of buying the 19.4 hectare Currawong site, at Pittwater, on behalf of the government in mid-March without permission from the then premier Kristina Keneally.
