The skeletal remains of a young US woman have been found, one year after she went missing in Malibu, as her father said police were responsible for the situation that may have led to her death.

Mitrice Richardson, 25, was arrested by police on September 17, 2009, when she failed to pay a $US89 ($100) restaurant bill, then released in the early hours of the morning without a car, mobile phone or purse, the Los Angeles Times reported.

Her personal belongings were all in her car, which had been impounded by the police.

She was never seen again.

Her skull and bones were found in a Malibu Canyon ravine on Tuesday by rangers checking the area for marijuana plants.

Her father Michael Richardson said in a tearful speech after police announced the identification of her remains yesterday that the Los Angeles County Sheriff's Department had messed up his daughter's case from day one.

"A lot of people wronged my daughter that night," the Times reported him as saying. "It was a wrongful release based on her mental state."

Mr Richardson said his daughter had bipolar disorder, while other family members questioned if police should have held her for a health check-up after customers at the Malibu restaurant said she was behaving oddly.

"This book is not closed," Mr Richardson said. "More chapters need to be written. We are going to hold people accountable … I will continue to fight for her."

Ms Richardson's parents have sued the police for negligence, the Times reported.

A Congresswoman, Maxine Waters, also asked the US Justice Department to look into whether the young woman's rights were violated when she was released without any of her belongings.

At a fractious police press conference, Los Angeles County Sheriff Lee Baca admitted further investigation into Ms Richardson's release before her disappearance was needed.

He said there were no signs of foul play and no official cause of death.

"Life is fragile," Sheriff Baca said. "The circumstances of this case are tragic. I am mindful of the fact that a mother and father are in deep grieving at this moment."

Ms Richardson's disappearance received national attention, amid claims US police and media were less interested in Americans of minority races who go missing, the Times reported.

Her photo was on the cover of People magazine last year to promote a story about missing people.

Police conducted four extensive searches of the area near where she disappeared, and a reward was offered for any information that could lead to her discovery.
