After nearly two hours of angry and even sometimes vitriolic public comment, a city administrator largely approved a plan today to install 1,300 new parking meters throughout the city.

The meters, part of the SFpark initiative, will extend from Mission to Fisherman's Wharf and are expected to generate an estimated $1 million in revenue. The goal is to ease congestion in densely populated commercial and residential areas by adjusting the cost of parking based on the demand for parking. When demand is low, prices will be low, and the cost will increase during peak parking periods.

"I think we can agree that this is high-value urban real estate and without restrictions it would be parked solid," said Jack Fleck, a traffic engineer with the city.

But residents of the soon-to-be-metered areas, naturally, disagreed.

"I think the notion that people who drive cars are parasitic is completely ridiculous and now I am being told that I need to pay to park in front of my own house," resident Shawn Scheuer told Hearing Officer John Newlin.

Newlin said the public would have another opportunity to comment on the proposal when it is considered by the Municipal Transportation Agency board in August.

If the new meters are approved by the board, they will likely be installed late this year or early next year, Fleck said.

The meters, which accept credit cards, coins and pre-paid meter cards, are part of a larger effort to install 5,400 new parking meters in the city.
