KEVIN RUDD is poised to use the Henry tax review to revive his nation-building agenda by using proceeds from a new impost on mining to fund large-scale infrastructure projects across the country, including his much-vaunted broadband scheme.

Mr Rudd also signalled he would adopt cuts to business taxes and introduce tax breaks to encourage savings.

In a speech yesterday foreshadowing his response to the review, which will be released on Sunday, Mr Rudd said the return of the mining boom carried the risk of Australia's becoming a ''two-speed economy''.
