FBI Agent Says We Need a Second, Secure Internet

Agent Patrick J. Dempsey (no, not that Patrick Dempsey) believes that legal establishments are too far behind the curve when it comes to policing the Internet. The black-hatted hackers, spammers, and scammers have too much of an advantage and the only way the establishment can catch up is to re-write the rules by re-writing the Internet.

Dempsey suggests adding a second layer to the Internet which would require people to register and uniquely identify themselves before accessing; something like a digital passport that would indicate exactly who is clicking on every link. However, it's easy to see how even this could be used maliciously, enabling sites to easily identify and track who is surfing and where they're going.
