The federal government says it is considering a ban on the importation of illegally-logged timber and making it a criminal offence.
An alliance of environmental organisations, church groups and the hardware industry is demanding Labor honour its election promise to ban imports.
They say the government has tried to water down the commitment by not regulating a ban.
But Forestry Minister Tony Burke disagrees, saying the government is considering making importation a criminal offence.
"That's the option ... that seems to be the most workable," he told ABC Radio on Thursday.
The government was also working on certification agreements with timber-exporting nations to help determine which imports were legal.
