| The federal government intends to throw a roadblock in front of sharemarket raiders such as David Tweed, announcing proposals yesterday to limit public access to share registers.
The measures would require people or companies seeking access to a company's register first to pass a ''proper purpose'' test.
The test, which the government says would not stand in the way of rival companies testing the waters for a takeover offer, would prevent the practice, most commonly associated with Mr Tweed, of making offers to shareholders to buy their shares for below their market value.
