IT'S been a horrific two months for Kevin Greene. The Community Services Minister used to lie in bed at night worrying about his own children, now his night-time stress extends to all the children of NSW.

"It hasn't been any fun, that's for sure," he said of the run of child deaths and disasters that have struck his department.

"There are some pretty terrible people out there. I love kids and it's very hard to understand how the hell these things can happen."

Speaking on the eve of the first public hearing to be held as part of a special inquiry into his department, the father of six admitted to a degree of frustration that many people expected the Government to solve their problems.
